Board of Directors
FPI is governed by a six-member Board of Directors who are appointed by the President. Per statute, they represent Industry, Labor, Retailers and Consumers, Agriculture, the Secretary of Defense, and the Attorney General. The board members usually meet two to four times a year to discuss general operations, make product line recommendations, and to identify and prevent potential conflicts with the private industry.

David D. Spears
Mr. Spears currently serves as the Vice President of Mid Kansas Cooperative Association. Prior to that time he served as Director of Kansas Farm Bureau � Agriculture Solutions, Inc. as well as serving as Commissioner of the Commodity Futures Trading Commission in Washington, DC. He was appointed by President George Bush on May 29, 2002.

Donald R. Elliott
Mr. Elliott served as the Chief Operating Officer and Chief Financial Officer of Wesley Spectrum Services. Prior to this position, he was the Chief Administrative Officer for Lancaster County, Pennsylvania. He has also worked for the U.S. Department of Labor, the State of Maryland, and in the banking and industrial manufacturing industries. He was appointed to the seat on the FPI Board representing Industry by President George Bush on May 29, 2002.

Audrey J. Roberts
Mrs. Roberts is the former President and Chief Administrative Officer, Martin Manufacturing Company, Martin, Tennessee. She has also served as Chairperson of the Government Contracts Committee, American Apparel and Footwear Association. She was appointed to the seat on the FPI Board representing Retailers & Consumers by President George Bush on May 29, 2002.

Frank Gale
Mr. Gale is a former Captain and 22-year veteran of the Denver County Sheriff's Department and a Charter member of the Fraternal Order of Police Denver Sheriffs Lodge 27. He is currently the State President for the Fraternal Order of Police in his home state of Colorado, and the National Second Vice President. Mr. Gale was appointed to the seat on the FPI Board representing Labor in 2007 by President George W. Bush.

Lee Lofthus
Mr. Lofthus is the Assistant Attorney General for Administration for the Department of Justice. Prior to his appointment, he served as the Principal Deputy Assistant Attorney General/Controller, Justice Management Division (JMD) and the Director, Finance Staff in JMD. Prior to joining JMD, Mr. Lofthus was the Chief, Finance Branch, for the Federal Bureau of Prisons.

Dee Reardon
Mrs. Reardon is the Deputy Assistant Secretary of Defense for Supply Chain Integration and serves as a principal advisor to the Assistant Secretary of Defense for Logistics and Materiel Readiness. She was appointed to the seat on the FPI Board representing the Department of Defense by President Donald Trump in February 2018.

FPI is not covered by the Sunshine Act regarding public meeting access. Nevertheless, FPI�s Board of Directors has instituted the following access opportunities in an effort to afford the public increased opportunity to receive from and/or provide information to the Board concerning the corporation�s business practices and operations.

Administration
Daily operations are administered by five branches that carry out various administrative duties.
Continuous Improvement Branch
The CIB was created in 2008 and is the most recent addition to UNICOR. The CIB is responsible for championing positive change by applying Lean Six Sigma methods which drives the corporation towards becoming more profitable, efficient and customer-focused.
Financial Management Branch
The FMB ensures financial data integrity for the corporation, as a whole. It provides relevant, timely and accurate financial reporting and guidance to corporate management and UNICOR's Board of Directors to assist them in making informed financial decisions and cost-effective planning for the organization.
Interagency Solutions and Procurement Branch
The ISPB provides contractual oversight for UNICOR's central office components and assists the business groups with various contractual matters, as required. In addition, this branch provides and facilitates contractual services for other government agencies in support of UNICOR's mission.
Management Information Systems Branch
The MISB provides computer infrastructure support for UNICOR's field facilities and central office. MISB facilitates access to enterprise resource planning systems, financial management systems, and all manufacturing processes aspects through Systems Applications Products in Data Processing (SAP).
Strategic Business Development & Marketing Branch
The SBDM is responsible for planning; research; market and economic analyses; external communications; corporate-level marketing; constituent relations; customer service for the entire corporation; oversight and maintenance of UNICOR's website; and oversight of the The Customer Service Center located at FMC Lexington, KY.
Operations
Operations are organized into business groups that represent FPI's manufacturing and service capabilities.
Clothing and Textiles Group
The Clothing and Textiles Group (CTG) provides a wide range of products, the majority of which are procured from a distinct cadre of customers on a contractual basis. Individual orders can likewise be placed through the CTG's online store. Items include military clothing such as army combat uniforms, physical fitness apparel, shirts and cold weather gear. In addition, specialty bags (for helmets, tools and the United States Postal Service), body armor, gloves, household items (mattresses, towels, linens, custom drapes, bedspreads), as well as screen printing, embroidery services and textile repair services are offered.
Office Furniture Group
The Office Furniture Group (OFG) offers a full spectrum of products to furnish virtually any environment, from reception/lounge areas, dormitory settings and medical offices, to executive suites. Product lines include systems/modular workstations, wood case goods, file and storage offerings, office accessories, and seating appropriate for all venues. And all OFG factories have achieved ISO 9001:2000 certification
Industrial Products Group
The Industrial Products Group (IPG) offers a diverse range of products which include agency seals, traffic /architectural signs, vehicle tags, name plates/tags, filtration services, and lockers, pallet racking and catwalks, prescription and safety eyewear, security fencing, as well as a wide variety of recognition and promotional products.
Electronics Business Group
The Electronics Business Group (EBG) is heavily-relied upon by the Nation's military to provide cost-effective, precision manufacturing. Product lines include cable assemblies and wire harnesses, circuit boards, electrical components and connectors, lighting and power distribution, fiber optics, communications and plastics/molding technologies.
Recycling Business Group
The Recycling Business Group (RBG) offers electronics recycling which meets all federal, state and local requirements. If an item cannot be reused, it is broken down into recyclable component parts. The RBG is ISO 9001:2000 certified by the International Standards Organization. Currently, eight processing centers and six collection sites are located throughout the country, and during Fiscal Year 2008, the RBG processed more than 37 million pounds of obsolete and excess electronics from both the private and public sectors which saved precious landfill space.
Fleet Solutions Group
The Fleet Solutions Group (FSG) provides a complete range of fleet modernization and remanufacturing programs including tactical vehicle and vehicular components manufacturing (RESET/RECAP), retrofitting and conversion services, as well as fleet asset services.
Services Business Group
The Services Business Group (SBG) offers a full range of services which include data and document conversion, digitizing, electronic imaging, printing and bindery, contact center/help desk support, forward/reverse logistics, as well as warehousing and distribution.
Oversight
UNICOR's leadership ensures that operations are carried out in a safe, secure, and responsible manner. Additional oversight is provided through congressional reviews, independent auditing firms, the Government Accountability Office (GAO), and other external entities.
General Oversight
As a component of the Federal Bureau of Prisons, FPI is subject to regular congressional oversight by the House Judiciary Committee. Several hearings on the program have been held over the years.
Health and Safety Oversight
Working conditions for inmates are the same as you would find with any other job in the local community. FPI Factories are in full compliance with all Federal, State, and local laws, including the Occupational Safety and Health Act (OSHA). In addition, each location is staffed with a full-time safety manager.
Operational Oversight
The General Accounting Office (GAO) conducted three separate studies on FPI's customer satisfaction rates, delivery performance, and product pricing during the late 1990s. The various studies contained several recommendations which have since been implemented. The reports (#GAO/GGD-98-50, #GAO/GGD-98-118, and #GAO/GGD-98-151) are available on GAO's website at www.gao.gov.
Financial Oversight
Annually, FPI's financial statements are reviewed by an independent audit firm, the results of which are published yearly in FPI's Annual Report.
