Enhancements Made to Reentry Services

(BOP) - In support of reentry, the Federal Bureau of Prisons (Bureau) has published revised Statements of Work (SOWs) for Residential Reentry Centers (RRCs) and for Community Treatment Services (CTS). The new SOWs provide enhanced services for returning citizens to increase the likelihood of their successful reentry, and thereby improve public safety.

These revised SOWs include the following significant changes:

  • RRCs have an expanded requirement for cognitive-behavioral programming. Research supports the effectiveness of cognitive-behavioral interventions in reducing recidivism by challenging maladaptive thinking patterns to produce positive changes in emotions and behavior.
  • RRC contractors are required to increase the availability of electronic monitoring technology in order to expand the use of home confinement.
  • RRC residents must be given public transportation vouchers or transportation assistance to seek employment; residents are authorized to possess cell phones, within given restrictions, to facilitate communication with potential employers and family members; and residents may apply for health insurance through the Affordable Care Act.
  • CTS SOWs include detailed accountability procedures and documentation requirements for intake screenings, assessments, and reports. In addition, there is a provision for crisis intervention services to provide suicide risk assessments and services consistent with the Prison Rape Elimination Act.
